Mr Lais was born in Rome in 1944, and graduated in Law at the La Sapienza University of Rome in 1968.

He  has been a member of the Register of Lawyers since 1972, and a Barrister of the Supreme Court since 1982. He began his legal career in his family’s law firm (created in 1920) in 1969. Subsequently, he worked as a collaborator with the Lavitola Law Firm in Rome for five years, until, after his father’s death  in 1979, he became the director of his family’s law firm.

He mainly deals with matters of administrative law, particularly urban law and procurement procedures, and company law.

During his professional career he has worked as an advisor to the Istituto Italiano di Credito Fondiario (Italian Land Credit Bank), to the Istituto Centrale delle Casse di Risparmio Italiane (I.C.C.R.I.), the Mediocredito Centrale and to many local governments (Comune di Latina, Comune di Anzio, Comune di Nettuno, Comune di Albano Laziale, Comune di Marino), and has also covered various roles such as liquidator and manager on behalf of the Banca Nazionale del Lavoro (BNL).

He also works as a consultant and advisor to important national Companies and Corporations.
